Baltimore Genuine Progress Indicator

Working in collaboration with the Baltimore Sustainability Commission and other stakeholders, CSE has developed a pilot set of Genuine Progress Indicator (GPI) accounts for the City of Baltimore based on a new methodology discussed in 2013 and 2014 by a group of practitioners from across the nation and around the world. The GPI accounts quantify economic wellbeing by considering three major factors: (1) economic benefits we receive from consumption of goods and services; (2) economic benefits we receive from social and community assets like neighbors helping neighbors, public parks, and infrastructure, and; (3) economic costs that are often hidden from view including the costs of environmental degradation, social costs like homelessness, poverty and crime, and spending on items like insurance that are not actually consumed. CSE will be publishing Baltimore’s GPI as a way to monitor the City’s economic performance and quantify the economic benefits associated with major policy innovations such as those related to climate action, stormwater, and living wages.
